Training Law Enforcement Due to a lack of understanding about intellectual disabilities, persons with this disability often receive unfair and inadequate treatment in the criminal justice system. In an effort to protect the rights of people with intellectual disabilities, The Arc in Hawaii provides training to Honolulu Police Department recruits as part of their academy program.
